So why shit on an escalator, there must be plenty of corners to crap in. People are told to curb their dogs, why not allow people to curb themselves. Shame, SF. has a no plastic bag ordnance, placing a roll of them like we find in the vegetable section of a store, on each corner and huge dumpsters to dispose of the contents might work.
