I saw this picture posted with no description on an imageboard I was visiting and just can't figure it out!

Since all of the visible text is Cyrillic, and what you perceive as "Chinese" are more likely Mongolians or Siberians, these are likely all citizens of the former Soviet Union.....

The time is very indeterminate, it could be modern Russian Commies pining for the old days, something going on at a Great Patriotic War rememberance event before or after the fall of the USSR, or just be some odd shot dating back to the actual USSR days (Late in the game, since religion was pretty heavily suppressed until after Brezhnev).  The sign says "Russian Nation (Or People), You ..." and then the words are cut off.  Of course even in the Soviet days, the ethnic Russians referred to themselves that way, so it doesn't really tip off on the time period.
