Tyranny, plain and simple.

Keep your ears open for the part where the woman orders the homeowner to "Get in the house."

Basketball hoops do NOT belong in the roadways. When I first moved back home, a neighbor had their "portable" basketball hoop in the street ALL of the time !! I can't tell you how many times I came close to hitting it, especially at night. (It was black and the street wasn't particularly well lit)

In looking at that video, the basketball pole wasn't in the street, but was in what SHOULD have been an "easement". I didn't like the way the "officer" handled things, She DID lie. That and it being in a cul de sac makes a world of difference rather than it being on a two way street. It's one thing if they are actually in the street and another if they're not. Someone had a bad case of "assholio"....

White people can't play basketball anyway.

They only let Larry Byrd play because of desegragation but as soon as the world caught sight of those pasty legs in shorts that was enough of that.
According to the Bible, "know" means "yes."

Looks like DELdot "enacted" a law in 2005 ignoring the fact that some of the hoops were in place for possibly 50 years.
