Now, this is pretty stupid.

don't know anything about that but I feel if there is a law on the books it should be enforced.  If it's a stupid law then it should be taken out.  You can't let one person get away with something and then expect another person to be penalized for breaking the same law.  Things must appear fair imo.

When we were kids my sister was so shy.  I had a paper route so I told her to bring her list and come with me when I collected.  She "sold" more cookies than anyone in the troop and never knocked on a single door.  She even helped deliver them.

If I was the girl scout leader and My troop was selling cookies in a public place selling to the general public, I would have called the town hall and asked(better safe than sorry). Not only that, a girl scout leader should be setting a good example for her troop, when in doubt inquire, there is no expense involved in asking. Make sure the whole troop is involved from beginning to end(this includes asking one of the girls to call the town office and ask). I was a girl scout for nine years. Scouting is more than baking cookies and making crafts!!

There's one thing I expected to read here, and am both surprised and dismayed that I haven't.

Why in the world do American Citizens of any age need permission from the Government (for that is what a "permit" is) to do dang near anything that isn't already illegal?

IMHO the only law there needs to be governing this activity is the one on trespassing.  I would question the "right of the police to harass the grocery store's customers on store property" before the "right of those customers to set up a GSA cookie stand with the store's permission."
