Does the state of Wisconsin have a voter initiative law? Not sure if I'm wording it right.

Can the people of Wisconsin gather enough signatures to place a law on the ballot for a vote by the people. Like the citizens in Arizona and California.

If you can I have a suggestion:
Proposed law: If elected legislators flee their posts in order to avoid a vote, then they shall be considered to have abandoned their elected positions and new elections for those seats will take place. The legislators who abandoned their posts will NOT be eligible for re-election. The remaining legislators who did not abandon their posts shall be considered a quorum and new binding laws may be passed by them until new elections have seated replacement legislators.

I like it but sounds like that would necessarily be a state constitutional amendment, since you're talking about removing people from office

From what I gather from the stories I've read, there is only one stipulation in their Constitution that gives the governor the power to compel the state Senators to appear, but it doesn't state HOW.  I think Wisconsin is screwed for now, but will hopefully adopt a Constitutional amendment addressing this abuse in the future.  Fortunately we have an ironclad majority in Texas and there doesn't have to be a Dem anywhere in this hemisphere for us to pass a new law.

I think Senators can be recalled after they have served on full year in office.  I'm sure several of the cowardly Dems fall under that.

But under what majority of the vote?  Is it a vote within the senate or a vote of the populace?  If it's a vote of the populace, is it just within their district or statewide?  If it's within their districts, good luck with that.  Something tells me these remaining Dems come from DNC strongholds (poor, urban districts).
