Could just mean she was passed out on the ground with nothing on from the waist down, rather than flashing.  Hard to say.  Sure sounds like a total alkie, nutter and ho', though, no matter how you look at the situation.

And you'd be any different than half the tourists there between April and October HOW, exactly?

I've never understood why the illegals dish out those "escorts to your room" cards on the Strip when standing outside for 10 minutes on a summer day accomplishes pretty much the same thing.

About those card flippers, someone here (can't remember which office at the moment) is trying to get rid of them.  They leave so much litter all over the road.  This kind of stuff should upset the global warming activists.

At one point I wondered why the individual casinos/hotels they hang out in front of wouldn't run them off, but then I realized they really don't care about the strip per se, knowing how little most places rely on foot traffic from the strip, and more from their guests and cabs, etc.

If I did it, I wouldn't have to take video.  There would be enough tourists with video capability on their phones.  It would be all over Facebook & YouTube.  How embarrassing.  I have more class than that though.  Come on, you guys.  lol
