Noodle-brains don't realize that much of the legislation was forced upon him by a Congress that had solidified into a socialist organization after the 1970 mid-term elections. But Nixon was a classic moderate in that regard.
In retrospect, Nixon was probably our greatest modern statesman. His skills were pedestrian for leadership qualities at best, but he was masterful in understanding the global mood of his day, especially with regard to the complicated cold war alliances. Had he been Secretary of State under a president with the fortitude of someone like Reagan, or even George W. Bush, then he would probably be seen in a far different light.
Now, of course, Nixon was light years ahead of Obama. But that's not really saying much.
