This is one of those Schleswig-Holstein things, right?
Back in the 1850s, when Prussia and Denmark were always having spats about some territory south of Denmark, the British prime minister commented that only three men ever understood the Schlewig-Holstein matter; one was by then dead, another was in an insane asylum, and the third man, the British prime minister, admitted he had known it, but forgotten what it was all about.
Just kidding; but fisheries law is sort of, uh, arcane to many of us.
