Hugo has done it again. Instead of setting up a third official foreign trade exchange rate he has decided to push it all into the Central Bank. This will take at least two weeks to get started, even though the old system is shut down.
That means there are almost no exchanges going on, in a country dependent on food imports, do think the poor have 2 weeks of food stockpiled? Of course not, the Chavistas would have cracked their skulls for hoarding.
