Why isn't this Republican governor, whose name I don't know, cooperating with the Republican legislature down there, to get this resolved?
Poor Sebelius (D), ever since "all" our National Guard equipment went to Iraq, she just can't do anything.

Gov. Kathleen Sebelius issued a statement this afternoon in response to steps by Republican leaders of the House and Senate to prevent the governor from asking the State Finance Council to authorize borrowing $225 million to keep state government going.

TOPEKA, Kan. - Gov. Kathleen Sebelius moves to end a budget impasse that is delaying income tax refunds and threatening to hold up state employees' paychecks by signing a bill to eliminate a deficit.
The Democratic governor Tuesday met a key demand from Republican leaders that she sign the bill before they allow her to take steps to ease a cash crunch.
