Mr. Vatthanavong, 52, was convicted of manslaughter in his late teens after fatally shooting someone in 1988, which he claimed was self-defense. He served 14 years in prison and was released in 2003. He has been living in New York since his release due to the authorities’ failing to take immediate steps to remove him.
The pardon came as a response to increased deportations of illegal immigrants under President Donald J. Trump‘s administration, which has prioritized the removal of illegal and some legal immigrants with prior criminal convictions. Community groups, Vatthanavong’s family, and legal advocates campaigned for his pardon, claiming he is rehabilitated and makes contributions to society.
