The Texas Division of Emergency Management (TDEM) announced that it was activating state emergency response resources because of the threat of flooding.

At 9:47 a.m. Texas Division of Emergency Management posted on X weather guidance in both English and Spanish, informing followers about what to do in a flood, adding: "As we head into the holiday weekend and the flood threat in West & Central TX continues, stay weather aware!"

At some point in the morning, Lt. Gov. Dan Patrick later said at a press conference, the TDEM Region 6 Assistance Chief had "personally contacted the judges and mayors in that area and notified them all of potential flooding." He said it was unclear exactly where in the region the storm would hit.

Friday, July 4:

At 12:42 a.m., the National Weather Service Austin/San Antonio posted on X upgrading its flood watch to a flood warning for part of the impacted area. In a post from 2:14 a.m., that area was expanded. A flood warning occurs when flooding is imminent or already happening.

At 1:26 a.m., the National Weather Service's Weather Prediction Center said "flash flooding likely overnight with significant impacts possible." This message was posted on X a minute later.

Around 3:30 a.m. the Kerrville City Manager Dalton Rice said he was out for an early morning jog along the Guadalupe River and saw "not a drop of rain," according to Lt. Gov. Dan Patrick, who recounted his conversation with the city manager. Rice added that he left around 4 a.m. when "there was very light rain…We did not see any signs of the river rising at that time."

At 4:06 a.m. the National Weather Service Austin/San Antonio posted on X: "A very dangerous flash flooding event is ongoing." It ended: "Turn Around, Don't Drown!"

Kidd — the Texas Emergency Management Chief — said the boats and other equipment that was pre-positioned started responding immediately, although he did not specify at what time. "Those were put immediately into use as soon as the rain fell and the 911 calls started coming in. They were already here," he said.

Speaking on Friday, Lt. Gov. Patrick said there were 14 helicopters, 12 drones, nine rescue teams as well as "swimmers in the water rescuing adults and children out of trees." He said there were 400 to 500 people on the ground helping with the rescue effort.

The Federal Emergency Management Agency (FEMA) was activated in Texas after President Donald Trump signed a Major Disaster Declaration for Kerr County.

Flash floods tore through the Guadalupe River corridor Friday morning, killing at least 59 people, including 38 adults and 21 children. Many remain unaccounted for, including 11 children missing from Camp Mystic.

FEMA will work with Texas state and local authorities to aid in the search and rescue efforts, according to a U.S. Homeland Security press release sent out Sunday morning.

The National Water Center Flood Hazard Outlook issued on Thursday July 3rd morning indicated an expansion of flash flood potential to include Kerrville, TX and surrounding areas.

A Flood Watch was issued by NWS Austin/San Antonio at 1:18PM CT on Thursday, in effect through Friday morning.

The Weather Prediction Center (WPC) issued three Mesoscale Precipitation Discussions for the excessive rainfall event as early as 6:10PM CDT Thursday indicating the potential for Flash Flooding.
The National Water Center Area Hydrologic Discussion (AHD) #144 at issued 6:22 PM CDT on 7/3/2025 messaged locally considerable flood wording for areas north and west of San Antonio, including the city of Kerrville.

The first Flash Flood Warning for the event was issued at 11:41 PM CDT Thursday for Bandera County.

At 1:14 AM CDT Friday: Flash Flood Warning with a considerable tag was issued for Bandera and Kerr Counties. Flash Flood Warnings with the Impact-Based Warning tags “Considerable” or “Catastrophic” denote high-damage threats and will automatically trigger Wireless Emergency Alerts (WEAs) on enabled mobile devices, ensuring only the most life-threatening flash flood events prompt urgent public notifications. All alerts are also sent out over NOAA Weather Radio.

First reports from Kerr County Sheriffs Office of flooding at low water crossings had 201 minutes of lead time (4:35 AM CDT).

Flash Flood Warning was upgraded to a Flash Flood Emergency for South-central Kerr County, Including Hunt, as early as 4:03 AM Friday.

The 5:00 AM CT July 4th National Water Center Area Hydrologic Discussion #146 included concern for widespread considerable flooding through the day. The Flood Hazard Outlook was also upgraded to considerable and catastrophic.

Local NWS office had extra staffers
NWS Meteorologist Jason Runyen said the National Weather Service office in New Braunfels, which delivers forecasts for Austin, San Antonio and the surrounding areas, had extra staff on duty during the storms.

Where the office would typically have two forecasters on duty during clear weather, they had up to five on staff.

“There were extra people in here that night, and that's typical in every weather service office — you staff up for an event and bring people in on overtime and hold people over,” Runyen said.

Flash flooding along the Guadalupe River in Texas killed at least 82 people, including over two dozen children who were attending Camp Mystic, an all-girls Christian camp located near Kerrville, Texas. Sade Perkins, who was appointed to the board in 2023 by then-Democratic Mayor Sylvester Turner of Houston, posted the video on her TikTok account, sades_world8, before she made it private. “I know I’m probably gonna get cancelled for this, but Camp Mystic is a whites-only girls’ Christian camp. They don’t even have a token Asian, they don’t have a token black person. And I think that context needs to be said in this matter.”

Democrat Mayor John Whitmire has ordered her removal from the board and banned her from re-appointment. Her term expired in January 2025, but she was likely still serving under consideration for reappointment.

“The comments shared on social media are deeply inappropriate and have no place in a decent society, especially as families grieve the confirmed deaths and the ongoing search for the missing,” the Mayor’s office said in a statement. “Mayor John Whitmire will not reappoint her and is taking immediate steps to remove her permanently from the board.”

Her pastor Husband’s church has also reportedly distanced itself from the distasteful remarks, saying a congregant or church official did not make them.

Meanwhile, the unhinged Democrat is playing victim, adding that White people are not used to being called out on racism.

Perkins also made her TikTok account private and said that the “MAGA Christians” would be thrilled if the victims were LGBTQ. She also cried “sour grapes” after being removed from the board, saying it had not addressed food insecurity.

1. Apparently her term on that government board expired tin January, but she was still "serving" pending being reappointed or a replacement being appointed.

As I pointed out in another thread about this female, given Texas' history, the chances of Hispanic and/or black girls having never attended this camp in its century of history are pretty much zero. The chances that the girls killed by this flashflood included no Hispanics or blacks are low, though possible since the group was 24.

3. Her husband's church's attempt to disassociate itself from her bigotry is not very plausible. Her husband is the U-U church's pastor and she isn't a "congregant" or regular/frequent attendee? Dubious claim.

4. "White people are not used to being called out on racism"? In what perpendicular Laws-of-Physics-violating universe?

5. A U-U pastor's wife expressing racial bigotry and hatred for Evangelical Christians ... sadly, I do not find this even slightly surprising ... nor, IMO, should anyone who has paid attention to what is acceptable within "Progressive Christianity".

The ethnic backgrounds represented among attendees and leadership are as or more diverse than any liberal mainline Protestant church (whether the U-U church is "mainline Protestant", :shrug ).
