Perhaps Starmer in his tiny mind thought it was his way of a power play against President Trump. It would be a shame if this act of utter stupidity boomeranged on Starmer and ended up bringing down his Labour government.

The UK is a sovereign nation and had the authority to choose its official representatives, of course. That said, having good relations between the US and UK is more important to the UK than to the US. Trying to troll Trump isn't exactly the wisest thing for the UK gooberment to be doing.
