Non-voting Congressional delegate from the Virgin Islands, Stacey Plaskett can't vote but it appears her assignment is to disrupt the proceedings in Congress especially when they investigate corruption. That explains why she seems to have gone full mental jacket. There is a bonus open mic moment in this video that highlights her natural nastiness.
