He was removed from a plane for not having a valid passport. You are not jailed for that. You are simply denied travel to those countries which require passports until you get a valid one.

Dumb question, Part 2: Was Manafort's passport revoked/expired, or was it valid but so close to expiration that the country to which he was travelling would refuse him entry?
One of the little oddities concerning passports that many Americans don't know (many/most of whom don't need to know) is that if your passport is just a couple of months from expiration, many countries will refuse entry. The actual "couple of months" time period varies from country to country, the mood of the foreign government toward the US, and phases of the moon and Uranus. Anyway, since airlines check people's passports at check-in, Manafort
may have had a valid passport, but close enough to expiration that his destination country would have refused him entry.
