Here's an amusing but untenable suggestion for solving the WV problem

Station federal toll booths at all the points of egress from the surrounding states (Ohio, Pennsylvania, Kentucky, Virginia) and charge each vehicle with a WV plate $250 to enter any of them but free to go back into the state. The money would be used to bolster the infrastructure law.

I know it's pretty much settled a state cannot secede from the Union, but I don't see that that means one cannot be booted the **** out, and anyone running a country like a business would be eager to get a brand performing so poorly as that hive of misery off his hands, even at a discount. Best for the firm in the long run....
