6. There Are Protections We Can Take
Like requiring state/local matches for federal money. You'd be surprised how many red areas won't raise taxes or find some type of financial gimmick to get matching money. They'd rather do without than getting $90 for putting down $10. Not too bright.
That happened to Milwaukee and "the hop" streetcar line. They got $60+ million from the feds to build their streetcar line and are now on the hook for $4.5 million a year in operating costs. This is for a mode of transportation that only 450 people ride on daily. For free...there is no cost to ride it and less than 500 people a day do. Also, Milwaukee cannot just kill it because a condition of accepting the $$$ from the feds was the city needed to operate the streetcar line for at least 25 years.
So, $60 million in "free" money will cost Milwaukee about $100 million dollars before they can even think about shutting it down.
