HONOLULU, Hawaii (HawaiiNewsNow) - Honolulu police officers who are participating in a speed enforcement grant program this month will have to pull over at least four drivers every hour.

An HPD traffic sergeant made the requirement for the federal grant clear in a recent internal email.

“For each hour of grant overtime worked, it is projected that each officer will generate FOUR (4) speed-related contacts,” the email said. “Each stop shall be counted as one contact”.

The email also said those who don’t meet the requirements could face disciplinary action.

Yeah, pull that shit in Houston traffic (or probably ANY major city), and I’ll win all day long in court. The speed limit on HWY 59 is 65 mph. I’ve been doing 80 mph and been passed by cops.

If you drive 65, you are blocking the flow of traffic.

I’m not kidding. I’m sure it’s the same in most large cities.

When I lived in Hawaii I had to have no fault insurance. Imagine my surprise when I had to pay extra for “uninsured driver” insurance!  Completely incomprehensible to me then and now.

My understanding is Texas law is on the highways, you go with the flow of traffic, i.e. majority are going 75 in a 65, you go 75 to not block the flow.  Don't know about other big cities.

Spend a lot of time on the Dallas highways driving rideshare, and can't say I'm a fan of the policy.  Really seems to encourage clumps of higher speed traffic, which only need one slip up to cause a major mess.  But frankly, it also seems like half the drivers out here, if they even have a license, it came out of a Cracker Jack box, so messes are inevitable.   

On topic, quotas for tickets have always been a problem.  But last I knew, Hawaii is very Blue, and we know how well they learn from history.

That's the law in CA as well, probably longer than I've been driving. There's the posted speed limit, but if traffic is exceeding it one can get a ticket for impeding traffic, i.e. being a traffic hazard.

In rereading the OP it appears the money they're going after is grant money for overtime and I noted it says 'contacts', which could be anything.

I wish they would, cause a couple of quick searches say Hawaii is only about 1.5% African American.  A smart moonbat (oxymoron, I know) would research and ask why all the Asians are being targeted, since they make up almost 40% of the population.
