Yeah, pull that shit in Houston traffic (or probably ANY major city), and I’ll win all day long in court. The speed limit on HWY 59 is 65 mph. I’ve been doing 80 mph and been passed by cops.
If you drive 65, you are blocking the flow of traffic.
I’m not kidding. I’m sure it’s the same in most large cities.

My understanding is Texas law is on the highways, you go with the flow of traffic, i.e. majority are going 75 in a 65, you go 75 to not block the flow. Don't know about other big cities.
Spend a lot of time on the Dallas highways driving rideshare, and can't say I'm a fan of the policy. Really seems to encourage clumps of higher speed traffic, which only need one slip up to cause a major mess. But frankly, it also seems like half the drivers out here, if they even have a license, it came out of a Cracker Jack box, so messes are inevitable.

On topic, quotas for tickets have always been a problem. But last I knew, Hawaii is very Blue, and we know how well they learn from history.
