Ummmmmmm ... golf carts are commercial products. For electric golf carts, their maximum speed is programmed into the motor controller and is probably not user-programmable. I think somebody trolled WashPost's Ben Terris and  Star Moron fleur-de-lisa and both swallowed the bait.
