1. The answer is to move new tech jobs out of blue states and into small, red ones.
1. How are you going to force that?
2. Many tech workers are conservative.

Ummmmm, that would change nothing in pretty much every state, I believe. CA is unique, perhaps, in awarding electoral votes to the winners within their House district - but that would change nothing. But I think his/her "solution" is what most (almost all?) states already do. How provincial of
