Former Mexican President Vicente Fox Wednesday slammed President Donald Trump's immigration executive orders, declaring again that his country "will never pay" for a wall along the southern U.S. border.

"They better understand that we are not paying for that wall," Fox, who served from 2000 to 2006, told Anderson Cooper on CNN. "The U.S. taxpayers will pay for that wall — and it is a wall that is a waste.

"It serves no purpose on the objectives that are set for that."

Trump signed orders that jump-started efforts to build a wall along the U.S-Mexico border and to strip federal funding for sanctuary cities that refuse to cooperate on immigration enforcement.

"We are going to restore the rule of law in the United States," the president said after signing the documents at the Department of Homeland Security. "A nation without borders is not a nation."

Since Trump first touted the idea of a wall during the presidential campaign — and that Mexico would pay for it — Fox has said that his country was not paying for "that [expletive] wall."

Four months after he first used the vulgarity, Fox apologized and invited Trump to visit Mexico.

The nation's current president, Enrique Peña Nieto, was coming under pressure Wednesday to cancel a meeting scheduled with Trump later this month in light of the orders.

"I'm sure he is considering it because the behavior on his counterpart is horrible," Fox told Cooper. "He is considering it and he should.

"He's offending Mexico," he added, before ripping Trump's attacks on NAFTA.

"If he imposes taxation on cars made in Mexico, President Peña Nieto should stand up and say: 'We don't need your NAFTA. We can live without it.'"

Trump Signs Border Wall Orders

President Donald Trump signed immigration actions to build a wall on the U.S. border with Mexico Wednesday.

The executive orders jumpstart construction of a U.S.-Mexico border wall, one of his signature campaign promises, and strip funding for so-called sanctuary cities, which don't arrest or detain immigrants living in the U.S. illegally.  They also included other immigration actions.

Trump, in an interview Wednesday with ABC News, said he expected construction of the wall to begin within months. U.S. taxpayers are expected to pay for the upfront costs, though Trump continues to assert that Mexico will reimburse the money through unspecified means.

"There will be a payment, it will be in a form, perhaps a complicated form," Trump said, adding that negotiations with Mexico would begin soon. Mexican President Enrique Pena Nieto, who has insisted his country will not pay for a wall, is to meet with Trump at the White House next week.
