Or Obama is simply covering up for massive, if failed, Democrat vote fraud, tampering, etc.

I'd say right now he's far more occupied in a frantic attempt to save what legacy he thinks he can from the Trump Train that's about to roll over it come January.  Hildabeast McFiftypointsahead is the least of his concerns.

I think he's indebted to a lot of the same interests that Hillary is indebted to. Better to appear to go quietly into that good night and continue to undermine from the shadows. But who knows, maybe Obama will finally put away the golf cleats and put on his community organizer protest shoes?
