Once upon a time many lives ago I was out of work and pretty much desperate. I applied to a company that gave me a first interview, then brought me back for a second.
At the second interview, I toured the floor (and was not impressed by work conditions or supervisors), and sat down with HR. They told me, and presented a "contract", that they were going to spend $10k on my training. I had to stay for two years (to work off the cost of training). If I left early, they'd dock me (roughly) $415 for each month I had left to the 2 year mark.
Luckily, I got another job offer in my field and took it.
I never looked back.
I kinda believe this DUmmie. Lots of shady (usually very small) employers prey on the out of work and desperate. They're like another revenue producer for them and I say that from first hand experience.
