Since it doesn't explicitly say that, I would not jump to that conclusion. Political weasels have a way of 'Nuancing' themselves around anything that isn't ironclad, unequivocal, and laid out in black and white.
Well.. It does actually.
"Illegal immigrants should be required to return to their home country"
"Those who have come to the United States illegally should not be given amnesty or an easier path to citizenship over those already in line."
Seems clear to me (again, assuming he really means it, and isn't just pandering).
Regardless, I don't think it's gonna happen, I just find it interesting. I've heard this 'We need Mitt to run again" crap quite a few times on radio, websites, etc. and I've also heard him rebuke the idea.. but it's strange it still keeps popping up, when he's clearly said (publicly) that he's not interested. Just makes me wonder what is going on privately.. that's all.
We have enough candidates that shouldn't be in this race... we don't need another one.
