When I was living in Colo. it was sold for parks and recreation.
After several years, people started to notice that parks and such weren't improving.
A little digging revealed the legislature was allocating the same amount of money and throwing
a substantial remainder into their slush fund.
Next election there was a ballot item stating ALL lotto money be spent on parks &fetch.
The politicians went ape-shit trying to convince voters to turn it down. They lost.
There was an imediate improvement in facilities. I hope they're still sticking to it.
