This is probably a dumb question, but why don't the cops use tasers or stun guns more?

It's not a dumb question. The answer is that the situations officers face do not justify using them more often.
Tasers fall in the same part of the Use of Force Continuum as batons. The Use of Force Continuum refers to justified force in response to a suspect's threat or action, and it looks like this (least to greatest)
1. Verbal commands
2. Open hand (physically subduing)
3. Chemical weapons (pepper or Mace)
4. Baton OR Taser
5. Deadly force (firearms)
Tasers are
less lethal than firearms, but they
can cause death. They are not a substitute for firearms, and should not be used when an officer has a reasonable expectation that the situation requires deadly force, or will escalate to a deadly force situation.
Note: Stun guns are electrical contact weapons. The officer must hold the stun gun against the suspect, which is more dangerous for the officer. Stun guns are used in some corrections facilities, but are not recommended for officers on the street.
