With all this snow in the upper mid-west so far, I wonder if FEMA has started planing for the inevitable floods along the Missouri, Ohio and Mississippi rivers when the thawing starts.

How did this work out last year?  Some members here were still shoveling snow in May.  Were there floods?  I don't remember.
