Weiner definition of Single Payer Healthcare:...... at 25% it sounds like you pay all your own healthcare cost.....thus, single payer.

There can't possibly be any more smokers on the city payroll.  There's nowhere to smoke in the city. 

Some companies are self-insuring, making themselves to be the single payer.  I once worked for a large company who did this.  They're finding it far easier than getting embroiled in obozocare.
