Former Sturtevant trustee banished from state in plea deal

STURTEVANT — A Racine County trustee has been banished from the state of Wisconsin as part of a plea agreement.in a case involving allegations of misconduct with teen girls.
Former Sturtevant trustee John Thillemann has 60 days to move out of the state, and says he plans to move to Texas.

FOX6′s media partners at the Mt. Pleasant Patch say Racine County Sheriff’s deputies reportedly found pictures of girls in their underwear, pieces of stolen underwear and a log of girls that had come to Thillemann’s house.

A criminal complaint shows during an investigation deputies came across illegal weapons, and an AK-47 tucked under Thillemann’s bed.

WTF?  Why isn't he being locked up, or at least being registered as a sex offender?

Seems to me that the state of Wisconsin sentenced this guy to the death penalty by proxy.

A grand jury just no billed a Texas dad who killed a perv for messing with his daughter.

Well, according to the Mount Pleasant Patch link, Thillemann's Vietnam service (during which he helped himself to the AK47 which got him arrested later on) reveals some PTSD, which was diagnosed during a psych eval.

This tells me that from a legal basis, there might be some question about the level of responsibility he might have, or even whether or not charges would stick.

The link says that a family upset with Thillemann (presumably the family of one of the teenage daughters) was okay with the action.

Thillemann pleaded guilty to a disorderly conduct charge and in that plea agreement, said he'd move out of the state. He's got 60 days to unass WI.

And yeah, if he doesn't get a handle on his undie-sniffing proclivities, he's gonna wind up Texas-dead.

Could be they didn't have evidence of a crime-- which photography, even of children in underwear, isn't-- and since they have the logs of girl visitors, I guess they couldn't get any of those named to accuse him.

So all they have is inappropriate-- but not criminal-- activity-- and yet they can exile him--

--and I can definitely think of worse things than to be exiled from Wisconsin.

There is still a big "creep" factor to his actions.  Maybe forced treatment would have been better than exile, or at least make that a part of his exile.

I don't disagree, but it does look like we don't have all the information either. For some legal reason or another, the WI prosecutors took the path they did and had at least the concurrence of the DA and one of the families.

I'm thinking, though I don't know this for sure, you have to be actually convicted of a sex crime to have to register as a sex offender.

Here's a bit of info:

Quote
While Wisconsin law requires automatic registration for some offenders, other offenders may have registration imposed if the court feels it is appropriate. Crimes that require sex offender registration include first-, second- or third-degree sexual assault of an adult; first- or second-degree sexual assault of a child; child enticement; possession of child pornography; abduction of another person’s child; incest; sexual exploitation by a therapist; and use of a computer to facilitate a child sex crime.

Maybe sniffing undies doesn't quite fit in with automatic registration, but hell, if I were a judge and barring another disqualification I'm not aware of, I'd probably compel the guy to register, and get treatment through the VA.
