1., how would you establish that ANY stat about compliance rates was a lie? There would necessarily be no data on total ownership upon which such a rate could be based (From my own experience living in NJ when their 'Assault weapons ban' went into effect, I'd say 1% is pretty low but not entirely impossible; only a handful of weapons were actually registered under it, but the following year the large uptick in 'Gun crimes' was entirely accounted for by violations of the ban itself when cops entering houses to serve warrants, perform rescues, intervene in domestics, etc. found unregistered 'Assault weapons;' fortunately I did not have to take any chances on that, as I had the option of leaving all my non-compliant weapons with relatives in another, saner state when I moved there).
