It is David Cay Johnston, and he says that state income taxes get deducted from your paycheck, but they do not go to the state in Illinois. The employer gets to keep them, as a subsidy. This is only true of some big employers in Illinois. The companies keep half if you already work there, and keep 100% if you are a new hire.

It does not cost the employee any extra, they presumably still get credit with the state, but the state does not get the money, the corporation does.

They are outraged over this, seems they don't like being forced to pay into something that they don't like, however if the state squanders your money then demands even more, they are all for that.

I'm sure they will blame the GOP for this somehow.  :-)

I may not lock my doors while sitting at a red light and a black man is near, but I sure as hell grab on tight to my wallet when any democrats are close by.

Some of the counties are jacking property tax rates in Illinois by double digit percentages this year.  When the economy turns sour, graft and corruption get really, really hard to pay for.  Many who can will simply move to another county or even state, and Illinois will be left with lower home values, less workers, less businesses, and even less revenue for paying the crooksters and union idiots.  Democrats are eating the milk cow for dinner.

 As part of a progressive tax code, giving incentives to businesses that hire and retain workers is exactly what we need. The problem of course is that the corporate tax load is too low and therefore they aren't really needing to chase these tax breaks so hard.

Basically, if we doubled or tripled (or even more)the tax rates on business while at the same time giving them significant tax breaks for payroll, we'd have a job program that works.

Something happened right around the beginning of the year.

Call them subsidies , tax breaks or concessions, it's all the same.  The state is admitting that it taxes companies too much and is willing to forgo those taxes to keep the companies in state.  There is also the fact  that no corporation pays taxes anyway.  Tey are always passed on to the worker and employees in one way or another.
