I'm surprised that they didn't lock down the base right away. You just can't drive onto a base w/o identification. It's amazing that they didn't catch him on base.
FLW is a large base, have been there on sales calls over the years. I'm glad that they caught the guy.
He didn't exactly stop for a burger, he rabbited from the West Gate stop, was pursued, and went straight out the North Gate, the fact he was armed and willing to shoot developed later, after he left, when the State and County officers were chasing him. A full legal and tactical discussion of the ins and outs of shooting at fleeing cars would be boring to anyone but physical security specialists or lawyers, and really involve operational procedure details that shouldn't be on the internet in the first place.
