Probably more just the way his head is shaped, which is more pronounced when his hair is cut that short.   As you age, your hair is more unforgiving in hiding these type of things.

Maybe it was all the weed and blow he did in college.  Not smack, though.  He didn't do smack.

Those don't quite look like scars to me.  I have scars and if my hair was that short, you'd spot them from fifty feet away.  Maybe they're stretch marks from his big giant ears.

I don't know anything about the site, sounds a little flaky to me.  But, I have noticed the lines, scars, whatever on Obama's head. 

Maybe there's a little alien guy inside running the show like in the old "Men in Black" movie.  That would make some sense.

I dunno. You can see the pictures and make up your own mind. I'm only presenting the information for discussion. Whatever those lines are, they don't look natural, at least not as far as any black guys heads I've seen. Pillow marks?? Maybe... Marks from his nylon panty hose hair net?? I just don't know. They do look unnatural. That's why I'm looking for input.
