Reading reports on his speech and he claims that if his debt reduction plan is not effective by 2023 he will authorize a commission (like the last one he never heeded) to look into the problem.

Obama is in fact telling us that his actions on over stepping the Constitution will be used for years by his future Presidents .  He has in fact set illegal actions to be used by his future Presidents to use as they will.
