All of those pirates should be dead.
My idea: the International Maritime Organization submits a boilerplate treaty to the UN
Security Council, with three sentences:
1. The area of the (insert name of body of water) bounded by (insert coordinates
of boundaries) has been declared a "piracy danger zone".
2. Any vessel sailing within this area without a flag AND transponder
broadcasting the vessel's ID on (insert frequency) shall be deemed a "pirate
vessel", and may be fired upon at any time without warning by a flagged vessel
or aircraft of any member nation; and any person on board killed- including
persons who abandon ship in lifeboats or into the sea.
3. Member governments, non-government organizations, and corporations may offer
and pay bounties for vessels destroyed and people captured or killed under the
terms of this treaty.
Security Council ratifies the treaty, and the pirate hunt begins.
