Hence, your fellow alum seems to be quite successful in maintaining a frightening level of control over the island at the moment. Granted, like most far-leftists, he remains stubbornly unaware of the inevitable failure of such incremental authoritarianism, but today, I'm certain he'd take offense at your assertion that he's single-handedly demonstrating the definition of insanity.
Will a character based on Skins find his way into a future storyline?
Hell, he already has! Skinner reminds me of a cut-rate Trinity (albeit without the latter's single-minded dedication to finishing the task at hand), or a tragically less charismatic Jordan Chase. I could even compare him to Boyd, but I fear doing so would be disrespectful; not to Skinner, mind you, but Boyd, given that Boyd didn't feel the need to amend his behavior to suit his victims.
But seriously, he isn't even original enough to be interesting. People like Frank's fellow alum are a dime a dozen, but are annoyingly prevalent on the web for obvious reasons.
