Section 1.  Order of Succession.  Subject to the provisions of section 2 of this order, the following officers, in the order listed, shall act as and perform the functions and duties of the office of Attorney General, during any period

If Holder is thrown under the bus, this determines the list of his successors.  With all the flak directed to the DOJ from the right, this could be needed if something happened to Holder while Obama is on vacation one of his many vacations.  President Bush did this also.

In a totally nonpolitical way, you do have to realize that DOJ is a huge potential terrorist target, and its HQ could easily be the subject of mass-casualty event if the terrorists were successful.  Politicking aside, order of succession is important for continuity of operations.  The 'Command' part of Paragraph 5 (Command and Signal) of any Army operation or patrol order does exactly the same thing all the way down the chain.
