Well, yes, pretty much.  This is a transparent attempt to get Obama to make some further concession to the Arab/Muslim world as a further 'sign.'  I should say that it would be transparent to a person of normal intelligence and experience, whether it will actually work on the truly credulous tools of the Obama Oministration (Including the Head Tool) is a much more wide-open question.
