Economically, anything that has construction labor inputs could be called legit, because people will indeed earn paychecks building the damned things, and it does make more sense than including $200,000,000.00 worth of birth control stuff in it like San Fran Nan tried to do.
Now that's just technically speaking. My gut and my inner cynic agree with mamacags, though, so the analyst is 'way outvoted.
