The hospitals and the clinics will go away as soon as the debt does. Of course, since liberals have finally admitted that they will print infinity dollars and borrow infinity more to finance whatever they want, nothing means anything anymore, so it's even worse than trying to talk to a brick wall. It's like trying to talk to a brick wall with pink hair that demands to be called a stone wall, and wants to sodomize your children.
If that $100M
(why does that number sound like a stagecraft symbol instead of something real?) gets paid, Vermont taxpayers get screwed, and if the State of Vermont plays games with healthcare providers, some of those will bail or go bankrupt, further screwing Vermonters.
If the debts are somehow wiped out so that healthcare providers get little or nothing, Vermont's healthcare system will be devastated. Doctors, nurses, and operators of healthcare facilities aren't going to stay in a state where services don't get paid for.
