The FBI has been playing word games for 4 years - they claim they had no "agents" there, but they had at least 2 dozen "confidential human sources". There may have been more, OTOH, there almost certainly were additional operatives-of-some-sort for the Capitol Police and WPD. Learning how much provoking vs. how much quiet observing was done by these operatives would require identifying them and tracking their movements across the hours of videos from various security and privately owned cameras. The chances of that happening seem to me to be pretty low, unfortunately.
