Monumentally dumb and fundamentally counter-factual. The dumb aspect doesn't need explanation. It was FDR's State Department that influenced Kimmel and Short (?) not to do aggressive air patrolling and to treat sabotage as the great threat (including bunching aircraft on fields to make them easier to guard (and, in the event, to shoot up). It was FDR's Department of the Navy that didn't pass on to Kimmel intercepted and decoded Japanese radio communications.
BTW, the location of Battleship Row was no secret, and the Japanese had spies near Pearl who kept their masters aware of the comings and goings of the Pacific Fleet.
