Besides, it hasn't even been voted-on yet.  Meaning; we haven't witnessed Senate-Dems actually voting... and going on-record.  Let's see 'em oscillate standing-still. 

I'd advise The President to continue the strategy of what he seems to be doing now: blaming Dems for the September-shutdown at every opportunity.  The seed is planted.
