If they did, the Dems would just pull the same BS on the next nominee. They believe they're playing from a position of strength, as Gingrich did back after the 94 election, though Gingrich had a better basis for it, his party having won a very sound majority in that year. Congress is an adversarial institution, and when one party decides to play hardball with a President who won't roll over for them (As G. H. W. Bush did, to his misfortune) it is much more difficult for them to win speaking from a divided body than for the President speaking from the bully pulpit, as long as the President has the stones for the fight.
Somehow, I don't see that as a problem for President Trump.
