Dunno about NH, but in CA closed meetings like that would be in violation of the law. Government proceedings are supposed to be open to the public, and announced well beforehand. Whether that law has any teeth is another question.
She looks 80-something or 90-something. If I reach that age I just hope I'm lucid, vertical, and ambulatory without mechanical aids.
