It's the caucus, in which only party "activists" get involved.
Like with Iowa.
Regular party members would just as soon spend ten minutes voting in a primary, than a couple of hours with a big group of people they don't know.
And so only "activists" attend the caucuses.
Nebraska allows absentee caucus voting, and Messalina Agrippina avalanched those ballots.
Only people fond of wasting a whole lot of time on politics get engaged in caucuses.
That's why there's no Republican caucus in Nebraska. Just easier to go and vote.
Same for Kansas.
