OK. I'll only post part of the OP. The first part says all our efforts will never stop terrorists.
But the last paragraph says we need to go after their funding...banks...because ISIS has auto-deposit for their jihadist paychecks or something. so stop terror and kill a wall street banker today...

That might be one of the most appropriate usernames on DU..  There is no way Clinton is going to concede or withdraw... not this early anyway.  Heck in 08, the writing was on the wall (IMO), and she didn't concede until June.  Way to big an ego to do otherwise.

They're not the only banks in the world, just among the safest.  We can co-opt or browbeat EU banks, Japan, Korea, and little third-world tax shelter banks like those in the Bahamas, but 'Following the money trail' into the Continental Far East, the Islamic world, China, Russia, SE Asia, is damn' near impossible to do accurately and thoroughly and then impossible to impose functional sanctions on the countries where they sit...well, unless you want to crash the world economy, anyway.
