That's what a bill introduced by Mel Brooks R-Al5 proposes. H.R. 1535 referred to committee and can be followed @ https://www.govtrack.us/congress/bills/114/hr1535?utm_campaign=govtrack_feed&utm_source=govtrack/feed&utm_medium=rss#eventid=bill%3A338048%3Astate%3A1

And it does say it has a 0% chance of going anywhere.  :mad:

The only way it would have a chance in hell is to have provisions that testifying before Congress regarding inquiries involving possible criminal charges automatically carries full immunity or isn't admissible in court as evidence against the witness. They can't legislate your Fifth Amendment rights away, but they CAN make it so testimony isn't "incriminating".

Honestly, I think that provision would be in the public interest anyway. Can you imagine if Congress subpoenaed the head of the Cincinatti IRS office and promised immunity, all they had to do was provide truthful testimony? A "get out of jail free" card can be a hell of a lever.

A guarantee of immunity still doesn't mean the person will tell the truth.

Does anyone believe Lois Lerner would tell the whole truth about the White House's involvement in the IRS mess even if she couldn't be prosecuted? 

No, she would still be worried about the repercussions carried out by the Chicago Thug in the White House.

Increase the penalty for perjury. Life in federal prison for lying to them.

IOW, you only get immunity if you're truthful.
