If I were Netanyahu, I would politely inform the Congress that I could not appear to speak to them, since diplomatic relations are a matter for the Executive Branch to deal with. If I were President Obama, I would have my Secretary of State send a message to Netanyahu explaining that diplomatic relations are a matter for the President, not Congress and that his address to the Congress would create an issue with ongoing relationships, and that he should consider declining.

That's what I'd do. We'll see if that's what ends up happening. Boehner is overstepping his role in government.

4. Well, I see that the address to Congress has been rescheduled to March. I suspect that Secretary Kerry has send a billet doux to Netanyahu. The address may well not take place, after all, due to "scheduling issues." I'll be watching for that announcement. If it comes, the communications will have taken place through official diplomatic channels.

Treaties are negotiated by the executive and ratified by the legislative.
Seeing how barry declared himself outside the legislative why should they feel compelled to not act outside him when it is a matter of protocol not Constitutional?

So ... were I to research the records of non-Congress critters who have spoken before the House, Senate, and joint sessions, I would not find a single foreign leader? That's ridiculous - and false - on its face! Finding that news story took me all of 10 seconds on Duck Duck Go, so did Mineral Due just not bother to research his grandiose "constitutional" objection? And short of [hyperbole] a CBG going into the Med and bombing Israel [/hyperbole] US-Israel relations could hardly be worse than they are, thanks to the anti-Israel hostility of Obama and his MALAdministration!
