My speculation, but I think it's reasonable.

I applauded Nixon for declaring a state of emergency early and positioning assets ahead of the expected riots. But there was a meeting between DoJ's Holder and Nixon days before the jury's No True Bill was announced.

The MOANG was in position in the event of trouble, but not allowed to move by Nixon despite numerous calls by the Ferguson mayor for their help when the riots and burning began. What happened? Did Obama's "homeboy" carry a message to Nixon to not do anything; to let the riots begin because there will be rewards to follow?

Given Obama's disdain for mere law, it's plausible.

Plausible? Highly probable and likely.
